Brazil's NR-1 enters punitive enforcement on May 26, 2026: psychosocial risks now subject to fines

When NR-1 was updated to include psychosocial risks, companies got a transition period. That period is over.

What changes on May 26

The update of NR-1 making psychosocial risks mandatory in the Risk Management Program (PGR) enters the punitive phase.

From this date, the Labor Audit can fine companies, apply administrative fines, require immediate adequacy, or embargo activities in serious cases.

What enters psychosocial assessment

  • Work load and pace
  • Working hours and breaks
  • Performance pressure
  • Moral and sexual harassment
  • Workplace violence
  • Role ambiguity
  • Decision-making autonomy
  • Work-life balance

For international companies operating in Brazil

If your company has Brazilian operations, the NR-1 applies fully. International policies on mental health are great foundations, but local PGR documentation in Portuguese, audit-ready, is mandatory.
